The Department of Public Works and Utilities includes seven separate divisions, each providing a unique set of services to the community. Services provided include; Engineering, Fleet Services, Potable Water (including fields wells), Reclaimed Water, Wastewater, Solid Waste (including Recycling & Sustainability Programs) and Public Services (Streets, Stormwater & Facility Maintenance).


Engineering Division

Engineering Division
Implementation of the capital budget is the primary function of Engineering. A staff of licensed engineers, designers, and project managers provide technical support to all departments in the city. Their work includes in-house design for roadway and drainage projects, water & sewer projects, site plan reviews, permitting, grant writing, construction management & inspection, bid document preparation, and public information on flood zones, utility availability, etc. Engineering also oversees contracting for services from consultants for specialized designs, planning functions, and miscellaneous studies.

Fleet Division

Fleet Division

Dunedin's Fleet Division procures, maintains and fuels the City's rolling stock. In early 2007, the City Commission approved a plan to phase in alternative fuel and hybrid vehicles when and where appropriate. This Division services 301 units including everything from large sanitation trucks and specialized fire apparatus to mowing equipment for the Parks Division. Gasoline and diesel fuel are provided from twin 12,000 gallon storage tanks. This fuel is purchased through a cooperative program for cost effectiveness. Engine fluids, batteries and tires are recycled as part of standard procedures.

Public Services Division

Public Services Division
Public Services division provides for the health, safety and welfare of the community through the management of City streets, sidewalks, stormwater infrastructure and facility buildings. Public Services oversees the Facility Maintenance, Streets and Stormwater sections of the City.

Reclaimed Water Division

Reclaimed Water Division

Reclaimed water is a valuable product of our wastewater treatment plant process. We currently provide up to 3.5 MGD (million gallons per day) of reclaimed water to customers for irrigation purposes. This water serves as an offset or savings to potable water usage that would otherwise be needed to meet customer irrigation demands. This offset helps to preserve our groundwater for future generations. During our dry season (February 1 through June 30) we have the capability to augment our reclaimed water supplies with groundwater to meet seasonal peak demands. Dunedin was one of the first cities in Florida to receive approval for groundwater augmentation by the Southwest Florida Water Management District.

Solid Waste Division

Solid Waste & Recycling Division

The Solid Waste Division provides residential and commercial collection within the City and to certain unincorporated areas of Pinellas County. Residential collection is twice weekly using an automated barrel system while commercial service is provided on a six-day schedule using traditional dumpster containers. Roll-off construction container service is also available. Solid Waste, on average, collects approximately 50,000 tons of material annually. Recycling is provided by means of two convenient drop-off locations (Lake Haven Road & Ed Eckert Drive) with an option for voluntary for-fee curbside service. The City of Dunedin's Sustainability Program is administered through this Division.

Wastewater Division

Wastewater Division

Constructed in 1991, our wastewater treatment plant is designed to handle an average daily flow of 6 MGD (million gallons per day) with peak flow of 12.6 MGD utilizing the A20 mode of activated sludge processing of wastewater for biological nutrient removal. Our daily wastewater treatment is currently averaging 4.3 MGD. Two chlorine contact chambers provide disinfection of filter effluent. This effluent is pumped into the City's reclaimed water distribution system for customer irrigation purposes. This division operates and maintains over 130 miles of sanitary sewer, 20 miles of force main, 42 lift stations and over 3,000 manholes. Routine maintenance includes televising lines, smoke testing to control inflow and infiltration, and lining of pipes and manholes to minimize disruptive open-cut excavating.

Water Division

Water Division

Dunedin is water independent and does not rely on regional resources to meet community needs. Dunedin has its own wellfield consisting of 26 potable water production wells (pumping capacity of 9.5 million gallons) which provide feed water to our reverse osmosis water treatment plant constructed in 1992. Production staff operate & maintain treatment plant systems while distribution staff install and maintain our water mains, valves, fire hydrants and backflow devices. The Water Division is currently in the process of a three year conversion from manual read water meters to meters read via electronic signal. This application of technology will increase efficiencies and reduce costs. Water conservation practices are stressed through this division to protect our finite supply of water.
